Workplace Skills Plan (WSP) and Annual Training Report (ATR)

Planning plays a key role in the implementation of education, training and development initiatives. Hence the Workplace Skills Plan (WSP), which allows an organisation to identify areas where skills are needed and plan interventions to answer the needs.
WSPs provide SASSETA with the information it needs to compile a meaningful Sector Skills Plan. Once the organisation has submitted a duly completed WSP on time, a grant amounting to 50% of the levy will be paid to the organisation which includes amounts due for both the ATR and the WSP. This will ensure that organisations have funds that can be utilised for the implementation of training.
Towards the end of each financial year, every organisation that submitted a WSP is required to submit an Annual Training Report (ATR). This report reflects the education, training and development activities of the organisation that were implemented. If there are significant deviations highlighted in the ATR from what was specified in the WSP, an explanation for this may be required. Records of all education, training and development activities should be available to confirm the information in the report.

Please Note: If the organisation does not submit the ATR for any given year, they forfeit the 50% that would have been allocated upon the submission of the WSP for the following financial year and will have to wait for the next levy disbursement cycle. In other words if step 4 as depicted in the diagram is skipped, the organisation will have to wait for one complete Levy Disbursement Cycle to pass.

Skills Development Facilitator (SDF):

Each organisation needs to register a Skills Development Facilitator or an SDF who is the champion for Skills Development within the organisation and who is also responsible for reporting on training interventions to the SETA.
Please note that when a company changes its SDF, it is required to have the information on our database amended. Should you wish to amend you SDF information, you may do so by completing the SDF Registration Form. Send it by fax to 011 805 6630 or by post.

NOTE: WSP submissions for 2009/20010 will only be considered if the ATR for 2008/2009 was submitted.
