Achievements vs. Targets

The Poslec SETA (Police, Private Security, Legal, Correctional Services and Justice Sector Education and Training Authority) and DIDTETA (Diplomacy, Intelligence, Defence and Trade Education and Training Authority) have amalgamated and a new SETA, called SASSETA (Safety and Security SETA), was formed on 1 July 2005. The board of SASSETA, as a new organisation, felt it necessary to define the common strategy for new organisation. This report summarises the outcome of a strategic planning workshop held by the SASSETA Board in August 2005 aimed at crafting a corporate strategy for the organisation.

The Poslec SETA was one of 25 SETAs established on 20 March 2000 in terms of section 9(1) of the Skills Development Act (Act 97 of 1998). Their mandate was to facilitate and promote skills development across the South African economy to elevate the country’s competitiveness and productivity and to redress the skills and education inequalities of the past. The Poslec vision was to be a skills development partner of choice for a just society, while their mission was to build a world-class platform of learning in the sector. To achieve its vision and mission, Poslec SETA would implement, in partnership with clients, innovative solutions to skills needs, using appropriate technology in an adaptive, flexible manner.

The vision of DIDTETA was to promote and expand skills development in its sector, with the focus on excellence, multi-skilling and lifelong learning. The DIDTETA mission enabled it to act as an effective and efficient Skills Development agency operating within the framework of the National Skills Development Strategy; to lend strategic focus to the Sector Skills Plan (SSP) in the promotion of wealth and security; to guarantee a qualitative and dynamic process of learning and acquisition of skills for all learners within the sector, in compliance with national standards contained in the South African Qualification Authority Act, 1995 and the Regulations, 1998.
